Ben Franklin proposed a third house of Congress in which only women could serve and for which only women could vote. The third house would have had the responsibility to review and repeal laws and would have a veto on declarations of war. This idea was modeled on the Council of Mothers of the Iroquois Nation. Ben was a true radical and favored a wide electorate including women and even people who did not own property.
